The central task of policy toward youth sex crime is minimizing the immediate harms it produces while facilitating the normal maturation of offenders and their victims. What are the harms of adolescent sex offending? Which victims are hurt most, and how might their suffering be diminished? These are questions worth more than one book. But this volume is intended as a small down payment on the larger enterprise of research and analysis that rational policy requires. The third goal is to produce a policy analysis of speciﬁc programs currently used as legal responses to adolescent sex offending.
